Poverty and ethnicity in Northern Ireland

This literature review was supported by a series of focus groups and establishes, for the first time, an evidence base on the relationship between poverty and ethnicity in Northern Ireland. Key points New migrants have joined longstanding communities of people from minority ethnic groups during the last decade and have contributed positively to the local economy. People from minority ethnic groups are employed at all levels in the economy, but low grade, low paid employment appears commonplace, despite many having high qualifications and skills. Background. Data and Statistics. Demographic Trends. Demographic trends in the UK The August 2012 Migration Statistics Quarterly Report (MSQR) produced by the Office for National Statistics (ONS), estimated the net long-term migration to the UK in the year to December 2011 to be 216,000.

Demographic Trends

This is higher than in both 2008 and 2009 but lower than in 2010. Not all migrants are from overseas: 78,000 or 14% of the 566,000 individuals who migrated to the UK in the twelve months up to December 2011 were British citizens. An estimated 174,000 citizens from the EU and 314,000 citizens from outside the EU migrated to the UK in the year up to December 2011. The following graph highlights net UK migration in thousands between 2002 and 2011. Figure 1: Net long-term migration to the UK, 2002-2011 Source: ONS, Migration Statistics Quarterly Report (August 2012), August 2012.

Study was the most common reason given for migrating to the UK in 2011 and indeed appears to have been a key ‘pull’ factor to the UK in recent years. Source: NISRA (April 2012) Employment. NiNo registration in the UK One method of assessing the access of migrant workers to the labour market is based upon the numbers of National Insurance Numbers (NiNos) issued.

Employment

NiNos are compulsory for people wishing to work in the UK whether for short-term or long-term employment. As such NiNo statistics give an approximation of the uptake of work by non-UK nationals. Statistics by the Department for Work and Pensions show that there were 601,000 NiNo registrations to adult overseas nationals in 2011-12, a decrease of 104,000 from the 705,000 issued in 2010-2011 (-15%). This can be compared to the peak year of 2007 when 797,000 were issued in the UK to non-UK nationals. In every year between 2004/2005 and 2011/2012 the largest number of NiNo registrations were issued to people from Poland and India. In 2011-2012 NiNos issued for the EU increased by 6.6%, but declined for individuals from Africa and Asia by 32% and the Middle East by 30%. NiNo registration in Northern Ireland Evidence Gaps.
