Il DPR. del 28 maggio 2001 n.311 all'articolo 6 abroga i commi primo e secondo dell'art.121 del TULPS (testo unico delle leggi di pubblica sicurezza), ben noto fino dagli anni '90 a chi lavora in strada, in quanto presupposto sul quale andavano effettuate le richieste di iscrizione al Registro dei Mestieri Girovaghi e le richieste di permesso per le esibizioni. La pubblicazione del Decreto di abrogazione del Presidente della Repubblica è avvenuta il 2 agosto 2001 sulla Gazzetta Ufficiale n.178 e, di conseguenza, è divenuta legge su tutto il territorio nazionale dal quindicesimo giorno dalla sua pubblicazione. Noto l'obiettivo dichiarato nelle premesse che descrivono i contenuti del decreto, ovvero la semplificazione dei procedimenti relativi ad autorizzazioni per lo svolgimento di attività disciplinate dal TULPS, si suppone che i Comuni adottino, quale conseguenza, regolamenti atti a semplificare le procedure di concessione degli spazi per lo spettacolo di strada.

El arte, una inversión segura
Frente a un óleo impresionista, un hombre le dice a su amigo: “¿Qué te parece? Algún día este cuadro valdrá mucho”. El amigo ni siquiera le responde. Vestido de impecable traje azul (los colores institucionales de BBVA Bancomer), lo juzga ignorante y se voltea para hablarle al espectador: “No sé ustedes, pero si voy a invertir me gusta hacerlo donde tengo ganancias seguras”. Enseguida aparece la mención de que con un pagaré se gana 3.5 por ciento de rendimiento anual. Si este comercial (transmitido por el citado banco este mes) sucediera en la realidad, el ignorante sería el tipo vestido de azul BBVA Bancomer, mientras que el otro estaría en camino de ser rico. Pero no sólo en el sentido económico. De vuelta al anuncio comercial del banco: el amigo que invierte en pagarés estaría apostando por ganar 3.5 por ciento anual. No es, por tanto, raro que entre los coleccionistas más importantes se encuentren los mismos apellidos que alimentan las listas de los hombres más ricos del planeta.

Princeton University invites applications for the Hodder Fellowships: The Hodder Fellowship will be given to writers and non-literary artists of exceptional promise to pursue independent projects at Princeton University during the 2015-2016 academic year. Potential Hodder Fellows are writers, composers, choreographers, visual artists, performance artists, or other kinds of artists or humanists who have "much more than ordinary intellectual and literary gifts"; they are selected more "for promise than for performance."
