Le texte obligeait également les médecins pratiquant des avortements à disposer d’un droit d’admission de leurs patientes dans un hôpital local, mesure qui, appliquée à la lettre, obligeait la mise à disposition quasi impossible de dizaines de lits supplémentaires chaque jour dans les dispensaires.
