26 Jan. 2013 MONS, Belgium — The first of six Patriot missile batteries deploying to Turkey was declared operational and placed under the command and control of NATO on Saturday, 26 January. The battery, provided by the Netherlands, will help to protect the city and people of Adana against missile threats. " NATO Allies asked us to augment Turkey's air defence capabilities in December, and we are delivering operational forces in January, " said Admiral James Stavridis, NATO’s Supreme Allied Commander Europe. " Thanks to the hard work of the nations providing Patriot systems, the expertise of communications specialists from six NATO nations, and the diligent planning of multinational military staff at Air Command Ramstein in Germany and at SHAPE Headquarters in Belgium, we have established this defensive capability promptly," Admiral Stavridis added. http://www.nato.int/cps/en/SID-FA20FBDC-62343A72/natolive/news_94147.htm

http://www.atimes.com/atimes/Middle_East/MA04Ak01.html Wisp of nuclear deal could slip away By Kaveh L Afrasiabi As a new year begins, the White House is confronted with a brand new fork in the road: peace or conflict with Iran. Rarely have the contrasts between opposing alternatives been so sharp. Last month, United States President Barack Obama reached out to Turkey in a telephone conversation with Prime Minister Recep Tayyip Erdogan, mending ties and underscoring the US's "enduring relationship" with Turkey in the wake of recent WikiLeaks disclosures casting a negative light on the American assessment of Turkey's current leadership and foreign policy orientation. One would expect such positive gestures toward Turkey would translate into greater attention by US policymakers on the possibility of a direct role for Ankara in talks over Iran's

Proposed NATO Defense Shield Fuels Discussion of New European Security Architecture

http://incoherenci.blogspot.com/2010/11/proposed-nato-defends-shield-fuels.html By James M. Dorsey A proposed $280 million NATO missile defense system upgrade is straining relations between the United States and Turkey in the run-up to this week’s NATO summit in Lisbon. Turkish officials say they will only agree to having radar components of the system on Turkish soil if NATO abstains from identifying any potential target of the system and promises not to share intelligence with non-NATO members. The Turkish demands reflect a mounting divergence in US and Turkish foreign policy with Turkey no longer signing up to Western policies simply to align itself with the West but instead making cost-benefit analysis a key element of its decision-making.

By MARC CHAMPION ISTANBUL—Turkey said it would seek a leading role in a North Atlantic Treaty Organization missile-defense shield if it is to agree to host the system's radars, ratcheting up its conditions days before a key alliance meeting. Turkey would demand that NATO assign a Turkish commander to oversee the shield, Prime Minister Recep Tayyip Erdogan said Monday. "Especially if this is to be placed on our soil, [command] definitely should be given to us—otherwise it is not possible to accept," Mr. Erdogan told journalists at Istanbul's Ataturk airport on Monday, according to Anadolu Ajansi, Turkey's state-funded news agency. http://online.wsj.com/article/SB10001424052748703670004575616492763804832.html

Turkey Seeks Command of NATO Shield

As summit begins, NATO missile shield a test of Turkey's allegiance | Europe | Deutsche Welle | 19.11.2010

Turkey is a key player in NATO plans to install a missile shield to defend against a nuclear threat from Iran. But as the alliance's summit begins on Friday, Turkish support for the plan remains uncertain. Leaders of the 28 NATO member countries begin a two-day summit in Lisbon on Friday, and next to the war in Afghanistan, a missile defense shield to defend against Iran is set to be high on the agenda. http://www.dw.de/as-summit-begins-nato-missile-shield-a-test-of-turkeys-allegiance/a-6247183-1

Dudgeon and dragons for the Americans Sometime during September, an unknown number of China's People's Liberation Army Air Force Russian-built Su-27 and Mig-29 fighters landed at the huge Konya airbase in Turkey's central Anatolia region. Within a few days they were training with Turkish US-built F-16 fighters in the first ever military exercise of its kind between China and a NATO country. The brief training exercise, significantly held under the aegis of the 'Anatolian Eagle' series of joint military manoeuvres with NATO and other friendly powers, reflects multiple factors that will take some time for Turkey's allies to fully decipher. From a western perspective, China's sudden appearance on NATO's southern flank and other Chinese military adventures in the so-called 'Stans of Central Asia at about the same time was provocative in a period when relations between Beijing and Washington and many European countries are strained by a mixture of economic and military tensions.

Ahmet Davutoğlu's "strategic depth"

With all the attention in Iraq over the last five years focused on the fate of al-Qaeda in Mesopotamia, the conflict between Sunni and Shi’ite, the role of Iran, the security of Anbar province, the “surge” and, most recently, the further deterioration of Basra, the situation in northern Iraq has only received sporadic attention. The conventional view has been that the predominantly Kurdish north has been the one relatively stable part of Iraq since the beginning of “Operation Iraqi Freedom” and thus was a good story. Unlike other parts of the country, the invasion left the north relatively unscathed and what became known as the Kurdish Regional Government enjoyed a 12-year head start in building government institutions. In the immediate post-Saddam period, the KRG was able to deliver services and, importantly, security to the area.
