Wheeler - Our People - Hogan Lovells Doug has helped to shape many of the laws and programs that now constitute national environmental policy, including habitat conservation planning pursuant to the Endangered Species Act, conservation and mitigation banking, and transferable development rights. From 1991-1999, Doug served as California’s Secretary for Resources. As a member of the Governor’s cabinet, he was responsible for all of the state’s natural and cultural resource programs administered through 18 departments, conservancies, boards, and commissions with combined budgets of nearly $2 billion and a total staff of 13,000. During his tenure, Doug developed nationally recognized strategies to integrate economic and environmental goals and to effectively manage the state’s natural resources in the face of rapid growth and development. Doug has worked exclusively with natural resource and environmental issues since joining the U.S.

However, a deliberate effort to eradicate the species was successful by the late 1940s. In fact, trouble for wolves began almost 100 years earlier, in the years before Oregon became a state. In 1843 the first wolf bounty was established and Oregon's first legislative session was called in part to address the "problem of marauding wolves." The project includes the construction and operation of 5 dams, two in Baker River and three in Pascua River located in the Aisén region in the remote south of Patagonia, Chile and it has an estimated value of 3.2 billion worth of investments. Envy arises from feelings of inadequacy, a sense of hollowness and unworthiness. Closing the gap between what others have and what you want by having others lose what they have is to bolster yourself at another’s expense, always a risky enterprise.
