Islam's Global War against Christianity. From Nigeria to Indonesia, Christians are under siege in virtually every single country in the Muslim world, the victims of countless acts of discrimination, depredation, brutality, and murder that are so widespread and systematic that it can rightfully be called the new Holocaust.

This time, however, the perpetrators of this Holocaust aren't wearing swastikas, but kufi skull caps and hijabs . Some of the oldest Christian communities in the world are subject to relentless attack and teeter on the brink of extinction at the hands of the "Religion of Peace": Palestinian Christians in Gaza and the West Bank; Assyrian, Syriac and Chaldean Christians in Iraq; Coptic Christians in Egypt; Evangelical and Orthodox Christians in Eastern Ethiopia and Eritrea; Armenian Orthodox Christians in Turkey; and Maronite Christians in Lebanon. The global war on Christianity by Islam is so massive in size and scope that it is virtually impossible to describe without trivializing it.

In July 2000, voters elected President Vicente Fox Quesada of the Alliance for Change Coalition in historic elections that observers judged to be generally free and fair, and that ended the Institutional Revolutionary Party's (PRI) 71-year hold on the presidency. The peace process in Chiapas between the Zapatista National Liberation Army (EZLN) and the Government remained stalled, despite positive developments early in the year. Sporadic outbursts of politically motivated violence continued to occur in the southern states of Chiapas, Guerrero, and Oaxaca. The judiciary is generally independent; however, on occasion, especially at the state level, it has been influenced by government authorities. Corruption, inefficiency, impunity, disregard of the law, and lack of training are major problems. The country's population is approximately 98 million.

Freedom of Religion The Constitution provides for the right to practice the religion of one's choice, and the Government generally respects this right in practice. However, local officials sometimes infringed on this right. In November 1998, the Government and representatives of many religious denominations signed a Religious Code of Conduct that reaffirms freedom of religion.

Religious groups are required to register as religious associations with the Under Secretariat of Religious Affairs of the Secretariat of Government. Roman Catholicism is the predominant religion; 89 percent of the population are at least nominal believers. A government permit is required to construct or convert existing buildings into new churches; 7,139 such permits were granted between 1992 and August 1998.
