It looks like extra snow which has been placed there using the clone tool in photoshop.

Terry Lynn Nichols (born April 1, 1955) is a convicted accomplice in the Oklahoma City bombing . Prior to his incarceration, he held a variety of short-term jobs, working as a farmer, grain elevator manager, real estate salesman and ranch hand. [ 5 ] He met his future co-conspirator, Timothy McVeigh , during a brief stint in the U.S. Army , which ended in 1989 when he requested a hardship discharge after less than one year of service. [ 5 ] In 1994 and 1995, he conspired with McVeigh in the planning and preparation of the Oklahoma City bombing – the truck bombing of the Alfred P.Profiles of the three Oklahoma City bombing conspirators: Timothy McVeigh, Terry Nichols, and Michael Fortier
McVeigh was the second of three children born to William and Mildred McVeigh in Lockport, New York. His parents' troubled marriage ended when McVeigh was 10, and from that point on he lived mostly with his father. I have rarely seen the Commons so full and so silent as when it met yesterday to hear of the London bombings. A forum that often is raucous and rowdy was solemn and grave. A chamber that normally is a bear pit of partisan emotions was united in shock and sorrow. Even Ian Paisley made a humane plea to the press not to repeat the offence that occurred in Northern Ireland when journalists demanded comment from relatives before they were informed that their loved ones were dead.I would rather not be having these thoughts but, as I am, I reckon it's time to commit them to writing. This extended entry builds upon 'Robin Cook, the Database and Secrets ', which itself derived from 'Warning to Labour Politicians ' (and the thread began with 'John Prescott and National Security' ). It raises questions about Robin Cook's death, ones I've not seen addressed elsewhere. In life, I was never Cooky's biggest fan. But if there were the slightest possibility that his death was not naturally caused, then the man deserves better than for the official version to be believed without question.
