Tri-State is a class-A member of Basin Electric and, as a result of the capacity provided by Dry Fork Station, will purchase an additional 75 megawatts from Basin under a long-term purchase power agreement. Emceeing for the dedication event, Basin Electric’s CEO and general manager Ron Harper acknowledged that the completion of Dry Fork Station was an important accomplishment and stated the organization is “quite proud of that.”

Harper noted that more than $336 million was invested for environmental controls for the facility, making it one of the cleanest coal-based power plants in the country. During the construction of Dry Fork Station, the work force peaked at more than 1,300 construction workers from more than 36 states. New coal power plant goes online near Gillette. WyGen III will deliver electricity to about 70,000 residents in western South Dakota and parts of Wyoming and Montana. It was built by Black Hills Power Corp. for $247 million to meet growing electricity demand in the region. To cover the 100-megawatt plant's price tag, the bill for a typical residential customer in Wyoming is expected to rise by about 64 cents a day. In South Dakota, rates would rise by about 59 cents a day, or $216 annually. Final rate approvals are pending before state regulators. WyGen III has been running on a test basis since mid-February with no major problems, said Black Hills Vice President Mark Lux said. "The project was completed in 24 months ahead of schedule and under budget," he said.

He applies his human instincts to the hundreds of computer-operated machines that run the plant’s turbine. The concurrent need for both natural and automated functions at the plant pins Bartow at the nexus of a more than century-old experiment between man and machine. Barring a few exceptions, nearly every machine at the plant is tied to computers that feed into a control station where there are 27 monitors that have the ability to look at everything from the boiler’s functions, emissions rates per minute, the chemical balance of the plant’s water and the capacity of dust collectors.

Bartow isn’t employed to compute algorithms and control the thousands — maybe millions — of functions simultaneously occurring at once in the plant. Bartow gets paid to look, smell and feel for things computers can’t detect: leaks, cracks, abnormal temperatures, high and low pressure readings and obscure noise.
