Two weeks after Thomas Lubanga, Ntaganda’s former boss, was convicted for war crimes by the International Criminal Court, and amid calls by the Congolese civil societies and the international community to arrest him, Ntaganda appears on a mission to orchestrate a show-of-force in the Kivus.

http://www.globalpolicy.org/ As GPF noted recently, the ongoing negotiation between Tullow Oil (and backers Total and CNOOC) and the Ugandan Government has serious implications for the future of Uganda, and East Africa as a whole. Following the further discovery of oil in Kenya, East Africa's largest economy, by the same consortium, this article argues that the region’s future will be determined by its contrasting political systems. Uganda's political structure - centered on the person of President Museveni and the "no party democracy" he inaugurated - has previously put it in a strong negotiating position with the oil consortium, as decisions were essentially unaccountable and kept secret from the nation’s citizens. The article doesn't point out that this state of affairs has been directly encouraged and legitimated by the World Bank for the last two decades.

Social justice and environmental protection are equally urgent and intrinsically linked universal goals, with coordinated global action needed on both fronts at the UN’s ‘Rio+20’ Conference on Sustainable Development in June, Secretary-General Ban Ki-moon said in a message to an audience of development experts, civil society leaders and government officials at the first Global Human Development Forum here today. UNDP Associate Administrator Rebeca Grynspan and Deputy Prime Minister Ali Babacan of Turkey opened the Forum today by stressing the importance of collective global action at the “Rio + 20” conference three months from now. “This Forum is particularly timely and important,” Grynspan said. “It provides a unique opportunity to debate the messages we want to take to Brazil, reflecting on what we have learned since the Stockholm Conference in 1972 and the Earth Summit in 1992.” http://hdr.undp.org/en/

Possibly a false flag will ignite another Authorization for Use of Military Force (AUMF) for "the use of United States Armed Forces against those responsible for the recent attacks launched against the United States." At high-anxiety times, options often dwindle to war. Knee-jerk congressional support authorizes it with no formal declaration. The Constitution's Article 1, Section 8 mandates it. It hasn't been declared since December 8, 1941.
