For six years, TransCanada has negotiated federal and state laws, and contended with the opposition of environmental organizations and landowners, to build the Keystone XL: a 36-inch-diameter, 1,700-mile pipeline that, if completed, would transport 830,000 barrels per day (bpd) of Canadian tar-sands oil from Alberta, Canada, to the Gulf Coast.
The U.S. State Department has not issued the required presidential permit, which would declare the importing of tar-sands oil in the “national interest.” And the Nebraska Supreme Court just heard oral arguments on a landowners’ lawsuit that could cost TransCanada another year if it has to reapply for its permit in the state. The stalled process has led one equities analyst to observe that, “Keystone XL doesn’t look like it will ever get fully up and running.” Federal Register Notices - Enbridge Energy Partners, L.P. Existing pipeline running from Berthold, N.D. to Steelman, Saskatchewan has been expanded and a new 16-inch pipeline from a new terminal near Steelman to Enbridge Pipelines Inc.’s, mainline terminal near Cromer, Manitoba, has been constructed. The project adds 145,000 barrels of oil per day capacity to the Bakken and Three Forks formation and is the third expansion effort in the last five years by Enbridge. According to Mark Maki, Enbridge Energy Partners project president, the expansion was completed on time and under budget, which according to the company was roughly $100 million. The entire expansion project totaled roughly $500 million. Over the last five years, production in the region has grown from 200,000 bpd to well over 700,000 bpd with the potential to reach 1.2 million bpd, according to the company. Enbridge buys into Dakota Access Pipeline, Sandpiper future unclear. Enbridge Energy Partners and Marathon Petroleum Corp. plan to acquire a portion of the Dakota Access pipeline in a $2 billion deal that would leave Enbridge’s Sandpiper pipeline without an anchor customer.
Enbridge and Marathon, which previously planned to partner on the Sandpiper to transport crude oil from northwest North Dakota to Superior, Wis., expect to terminate their Sandpiper agreement later this year. Once the deal is finalized, expected in the third quarter of this year, Enbridge said it plans to evaluate the timing and the scope of the Sandpiper project. “We continue to believe that the Bakken is highly productive and a significant area of potential that requires pipeline capacity,” said Katie Haarsager, an Enbridge spokeswoman. “We’re still looking at the Sandpiper as a viable solution for moving Bakken crude.” Expanding infrastructure in the Bakken.
KALAMAZOO RIVER: ENBRIDGE. Pipeline Protesters Watching Waiting. November 21. 2016 Protesters say they won't give up their fight to stop the flow of oil through Minnesota and other states.
(MN350) ST. PAUL, Minn. – Two activists from Seattle who were arrested last fall for trying to shut off the Enbridge pipeline in Minnesota will be back in court next month, but a judge will allow them to appear via telephone. On Oct. 11, the activists attempted to close down the operation near Clearbrook. Klapstein says she doesn't want to go to prison, but she says scientists have proven rising temperatures are harming the Earth. Dakota Access opponents take note: Oil company pulls plug on Sandpiper Pipeline — RT America. After more than two years of slogging through Minnesota’s regulatory process, Canadian oil company Enbridge is giving up the ghost of the Sandpiper Pipeline Project.
The energy giant asked the state to pull the plug on the pipeline. On Thursday, Enbridge Energy Partners (EEP) filed documents asking Minnesota to end regulatory proceedings for the Sandpiper Pipeline Project, which called for the construction of a 616-mile (991-km) crude oil pipeline that would have carried 375,000 barrels per day from the Bakken Fields near Tioga, North Dakota, across Minnesota and to Superior, Wisconsin. It was expected to cost nearly $2.6 billion, which would have been privately funded. That capacity won’t likely be needed for at least five years, EEP predicted. If and when it is needed, the company will have to start the regulatory process from scratch ‒ something EEP has long criticized, according to the Minneapolis Star Tribune. State Department secretly handed Enbridge a permit to expand the capacity of its U.S. -Canada border-crossing Alberta Clipper pipeline, which carries tar sands diluted bitumen (“dilbit”) from Alberta to midwest markets. The State Department submitted the emails into the record in the ongoing case filed against the Department by the Sierra Club and other environmental groups in the U.S. District Court for the District of Minnesota. Collectively, the emails show that upper-level State Department officials hastened the review process on behalf of Enbridge for its proposed Alberta Clipper expansion plan, now rebranded Line 67, and did not inform the public about it until it published its final approval decision in the Federal Register in August 2014.

Activists Attempt to Shut Down Five Major Oil Pipelines. A group referring to itself as “Climate Direct Action” claimed to have shut down five major cross-border oil pipelines in various states on Tuesday October 11, 2016: Minnesota (Enbridge Lines 4 and 67 near Leonard), Montana (Spectra Energy’s Express Pipeline near Coal Banks Landing), North Dakota (TransCanada’s Keystone Pipeline near Walhalla) and Washington State (Kinder Morgan’s Trans Mountain Pipeline near Anacortes).

PORTAGE LA PRAIRIE, Man. — A Manitoba indigenous chief says there's a desire for action — which could include blockades of Canadian pipelines and railways — in support of a protest against a North Dakota pipeline project. Grand Chief Terry Nelson of the Southern Chiefs Organization says chiefs and others attended a meeting Saturday at the Dakota Tipi First Nation near Portage la Prairie to discuss how to react if the U.S. government clears demonstrators from a camp occupied by the Dakota Access pipeline protesters. Nelson says one option includes blocking access to pumping stations along a pipeline operated by Enbridge, which has plans to acquire a stake in the U.S. pipeline project. After the meeting, Dakota Tipi members held a pipe ceremony on the Trans-Canada Highway near Portage la Prairie, Man., temporarily blocking a lane of traffic.
