Video Shows Middle School Kid Arrested After Lawfully Refusing to Give His Name to Cops. Allentown, PA — A video was uploaded to Facebook over the weekend that is sure to stoke controversy over how to act when you are being stopped by police. A junior high student, Jaquan, was riding bikes with some friends when an Allentown police officer stopped him and accused him of “crossing against the light.” According to Jaquan, he did not cross against the light. However, the conversation would quickly shift from a jay-walking accusation to the officer demanding to know the teen’s name. If the teen does not provide his name, the officer says, he’ll arrest him. It should be noted that Pennsylvania is not a stop and identify state.

Of course, not giving one’s name to police during your interaction with them could increase the possibility of arrest or a prolonged detention. Jaquan was merely exercising his 4th and 5th Amendment rights, and he was arrested for it. During the video, Jaquan’s friends made the interaction more difficult by heckling the young man. “Take me in for what”? Houston Cops Shoot Unarmed Black Patient in Hospital — and Then Charge Him With Assault. Alan Pean is a 26-year-old biology student with no criminal record or history of violence. But on August 27th, he was shot in the chest by an off-duty Houston police officer working as a security guard at the St. Joseph Medical Center. Medical neglect followed by the use of excessive force led to what could have very easily been a fatal shooting. Alan’s family is focusing on making sure this never happens again. This entire ordeal has been an absolute nightmare for Alan and our family. NYPD Officers Sue Saying They’re Being Punished For Refusing To Discriminate. More than two years after a class action lawsuit exposed the quota policy behind the NYPD’s rampant use of stop-and-frisk, new lawsuits filed this week allege the system requiring officers to make a certain number of arrests and issue a specified number of tickets and summons, is still in effect.

And officers of color are threatened and punished for speaking out against it. For years, the de facto quota policies in the city have contributed to racial profiling in the form of unlawful stops. Between 2002 and 2011, 90 percent of the people subjected to stops were black or Latino. Close to 90 percent resulted in no arrests or summons, and the majority of arrests — made as a result of the stops — were for marijuana.

A second suit filed on Tuesday by one of the 12 officers, Adhyl Polanco, says his colleagues have retaliated against him since 2009, for revealing the quota system to the media and detailing widespread corruption among the city’s officers. But a ballistics report conducted after the alleged shooting concluded the bullets discovered in the officer’s vehicle actually belonged to him. Investigators are also looking into whether or not the officer torched his vehicle as well. The former officer now faces criminal charges. Steven Dodd, 22, fell off of a bridge after being shot in the leg by Master Patrol Officer Hunter Raymond, who claimed that Dodd pulled a gun from his pocket. But Dodd’s family says there is no way he would have had a gun in his possession. Late on the night of August 25th, Dodd left his home in an agitated state and began walking away. A resident saw him standing on the Indian Lake Overpass and called 9-1-1. Officer Raymond approached Dodd, who was standing on the barrier at the edge of the bridge, and began talking with him. According to Tennessee Bureau of Investigation (TBI) spokesman Josh Devine, Dodd “indicated he had a gun in his pocket.” Devine said a pellet gun was found later at the scene which they believe was in Dodd’s possession. Not having done anything wrong, and upset that she was being harassed in front of her children, Vargas voiced her discontent. “Then because I was in my pj’s he called me bummy, and he accused me of illegal drugs, that’s why I got argumentative,” Vargas said of the incident. Within 34 seconds of his encounter with Vargas, Fitzpatrick grabbed her wrist and had slammed the innocent woman to the ground, face first. After being brutally assaulted in front of her child by police, Vargas retained attorney Brett Szematowicz. “At best that could be explained away that he thought there was an officer safety issue with her pointing up at the sky, but he never said he ordered her back in the car, he never said he felt threatened by her actions at any point,” Szematowicz said.

The video also shows what deputies Greg Vasquez and Robert Sanchez did moments after the shooting. Vasquez and Sanchez are on paid administrative leave pending the outcome of the investigation.

The New York Times has obtained harrowing new jail footage of the final hours of diabetic Rikers Island inmate Carlos Mercado, who died because correctional officers had taken away his insulin.

Mercado, 45, was arrested in August 2013 for attempting to sell a small amount of heroin to an undercover officer. He died in in jail at Rikers Island 15 hours later, as corrections officers ignored his pleas for help and his quickly worsening symptoms. The video shows Mercado collapse face-first when officers open the cell door. Rather than check his condition, officers step over and around his prone body. Later, he weaves around the jail, vomiting repeatedly and carrying a plastic bag of his own vomit. Internal investigations found that Mercado repeatedly asked for a doctor and told the officers he was diabetic. Watch it: Mercado’s symptoms were somehow ignored even after New York paid out $17.5 million five years ago for denying insulin to another diabetic man, Jose Vargas.

On August 1, Joseph Hutcheson stumbled into the main lobby of the Dallas County jail after abruptly leaving a hospital against doctors’ advice. He was incoherent and asking for help. But newly-released video shows Dallas County Sheriff’s deputies tackling him to the ground instead. Minutes later, Hutcheson was dead. Hutcheson, 48, parked his car outside the facility and came into the lobby asking for help and saying his wife was out to kill him, local WFAA reports. In the video, it is clear Hutcheson is not well. He is limping around aimlessly. “My brother needed help,” James Hutcheson, told WFAA.

Hutcheson had checked into a local hospital just after 4 a.m. that morning. The video shows Hutcheson, wearing a sports jersey, shorts and baseball cap, walk unsteadily into the lobby and up to a bench. The video then shows him staggering around more. Minutes later, Hutcheson is totally limp. “The video shows it,” the Hutcheson family attorney Scott Palmer told WFAA. They pulled over into the median of the highway and Strasser began rolling. "By the time I came to a full stop I was probably 200 yards away," he explains. He says about a dozen cop cars, lights flashing, surrounded the crashed silver vehicle, but that the officers were mostly just standing around—until they saw him walking up.
