The World Trade Organization ( WTO ) is an organization that intends to supervise and liberalize international trade . The organization officially commenced on January 1, 1995 under the Marrakech Agreement , replacing the General Agreement on Tariffs and Trade (GATT), which commenced in 1948. The organization deals with regulation of trade between participating countries; it provides a framework for negotiating and formalizing trade agreements, and a dispute resolution process aimed at enforcing participants' adherence to WTO agreements which are signed by representatives of member governments [ 4 ] :fol.9-10 and ratified by their parliaments . La main mise des États-Unis sur le réseau des réseaux est pour ces derniers un enjeu de « politique nationale », comme le démontre leur refus, lors du sommet de Tunis en Novembre 2005, de placer sous l’égide de l’O.N.U. le contrôle de l’Internet. Cette demande fût, entre autre, initiée par l’Europe, qui reçue comme seul écho une mise en garde contre une « supervision lourde et bureaucratique » de la part des États-Unis. On peut s’interroger sur les faits qui attestent de cette politique et la stratégie que pourrait mettre en place l’Union Européenne afin de jouer pleinement son rôle de puissance dont l’information est un des principaux éléments. ICANN : indépendante ou cheval de Troie ? Cet organisme gouvernemental américain dépend directement du Ministère du Commerce. L’ICANN est à but non lucratif et de droit californien, ce qui implique, dans le système juridique Américain, qu’il soit soumis à l’autorité de l’Attorney général (ministre de la Justice) de cet État.
