The problem isn't finding sources of data, it's narrowing down what's out there. 6 Steps to Open Data Success. What is Open311? Open311 is a form of technology that provides open channels of communication for issues that concern public space and public services.

What is Open311?

Primarily, Open311 refers to a standardized protocol for location-based collaborative issue-tracking. By offering free web API access to an existing 311 service, Open311 is an evolution of the phone-based 311 systems that many cities in North America offer. Unlike the synchronous one-to-one communication of a 311 call center, Open311 technologies use the internet to enable these interactions to be asynchronous and many-to-many. This means that several different people can openly exchange information centered around a single public issue. This open model allows people to provide more actionable information for those who need it most and it encourages the public to be engaged with civic issues because they know their voices are being heard.

RDF - Semantic Web Standards. Overview RDF is a standard model for data interchange on the Web.

RDF - Semantic Web Standards

RDF has features that facilitate data merging even if the underlying schemas differ, and it specifically supports the evolution of schemas over time without requiring all the data consumers to be changed. RDF extends the linking structure of the Web to use URIs to name the relationship between things as well as the two ends of the link (this is usually referred to as a “triple”). Using this simple model, it allows structured and semi-structured data to be mixed, exposed, and shared across different applications. This linking structure forms a directed, labeled graph, where the edges represent the named link between two resources, represented by the graph nodes. Recommended Reading The RDF 1.1 specification consists of a suite of W3C Recommendations and Working Group Notes, published in 2014. A number of textbooks have been published on RDF and on Semantic Web in general. API Directory - ProgrammableWeb.
