PP1_0.1: What is Scientific Data? Typed into Arcturus apologies for formatting – Word=> WordPress has somehow trashed the paragraphs This post is a first outline – not even a draft – of a proposed Panton Paper on “What is Scientific Data?” The Panton Principles have declared that scientific data should be Open.

As John Wilbanks put it “publicly funded science data should be in the public domain, full stop.” Before you start saying “well what about human data, endangered species, etc.” I know there are many tricky cases. Warning: You will disagree with some of what I say. I’m going to use “Science” to embrace STM (Scientific, Technical, Medical). I’ll start with some rough generalities. I suggest that scientific data is created in two main regimes: Hypothesis-driven science, where a hypothesis is proposed and data collected that can falsify the theory.

The data can come from two main sources: Observation and measurement. The basis of reporting an experiment is in part to allow other scientists to falsify the experiment. Note: Panton Principles. PLOS ONE : accelerating the publication of peer-reviewed science. Data. This page supersedes the 2006 document Databases and Creative Commons . Much of the potential value of data is to society at large — more data has the potential to facilitate enhanced scientific collaboration and reproducibility, more efficient markets, increased government and corporate transparency, and overall to speed discovery and understanding of solutions to planetary and societal needs. A big part of the potential value of data, in particular its society-wide value, is realized by use across organizational boundaries. How does this occur (legally)? Many sites give narrow permission to use data via terms of service . Much ad hoc data sharing occurs among researchers.

And increasingly, open data is facilitated by sharing under public terms to manage copyright restrictions that might otherwise limit dissemination or reuse of data, e.g. CC licenses or the CC0 public domain dedication. Many organizations, institutions, and governments are using CC tools for data. Panton Principles. Cordis.europa.eu/fp7/ict/e-infrastructure/docs/hlg-sdi-report.pdf.

Licenses FAQ | Open Data Commons.

This is a FAQ for license-related issues. There is also a general faq. General Can One Upgrade Licenses? This is issue is only relevant to the ODbL (for all other licenses there is nothing to ‘upgrade’). For the ODbL the answer is yes — subject to some caveats. Why Do You Distinguish Between the “Database” and its “Contents”? The simplest answer is because they may have separate rights. Of course much of the time the the Licensor of the database is also in the position to license the rights (if any) in the contents — the classic example would be a database containing factual data.

To summarize: Why Not Use a Creative Commons (or Free/Open Source Software License) for Data(bases)? Specific examples of the differences between data and content relevant to licensing include: Open Database License Are Share-Alike Provisions Such as Those in the ODbL Enforceable In All Jurisdictions? Open Culture Data: Opening GLAM Data Bottom-up. Lotte Belice Baltussen, Netherlands , Maarten Brinkerink, Netherlands, Maarten Zeinstra, Netherlands, Johan Oomen, The Netherlands, Nikki Timmermans, The Netherlands Abstract Open Culture Data started as a grassroots movement at the end of 2011, with the aim to open up data in the cultural sector and stimulate (creative) reuse.

In this context, we organised a hackathon, which resulted in the creation of 13 Open Culture Data apps. After this successful first half year, a solid network of cultural heritage professionals, copyright and open data experts and developers was formed. In April 2012, an Open Culture Data masterclass started in which 17 institutions got practical, technical and legal advice on how to open their data for re-use.

Furthermore, we organised an app competition and three hackathons, in which developers were stimulated to re-use Open Cultural Datasets in new and innovative ways. These activities resulted in 27 more apps and 34 open datasets. 1. 2. 3. 4. 5.
