Tour à tour installé à Jérusalem , Chypre , Rhodes , Malte et enfin Rome depuis 1834 , cet ordre, à la fois religieux et militaire, est depuis sa création tourné vers les pauvres et les malades en vertu de la première règle de l’Ordre. Néanmoins, au cours de sa longue existence, il fut aussi un des principaux remparts de l’ Occident chrétien avant de développer à partir de la Renaissance , un savoir médical envié toujours à la pointe de la technologie et qui reste encore à l’heure actuelle mondialement reconnu. Ses actions humanitaires actuelles restent principalement tournées vers la pauvreté .

L'Union européenne est présente dans les zones en crise dans le monde entier, et notamment en Libye, en Afghanistan, dans les territoires palestiniens occupés et dans de nombreuses régions d'Afrique et du Sud-Est asiatique. Elle mène également des opérations de secours dans des zones qui sont en crise depuis longtemps et dans d'autres où les conflits ont fait place à l'instabilité. La communauté internationale a l’obligation morale de venir en aide aux populations les plus vulnérables et la Commission européenne a pris de longue date l'engagement d'aider les victimes de telles crises. Son service d'aide humanitaire fournit une aide d'urgence qui bénéficie directement aux personnes en détresse, quelles que soient leur nationalité, leur religion, leur sexe et leur origine ethnique. ECHO entre en scène Les programmes d'aide de l'Union européenne sont gérés par ECHO, le service d'aide humanitaire et de protection civile de la Commission européenne.

But in the case of mass killings and mass graves, there may be no consensus on what “proper treatment” of the dead entails.
