One senior psychiatrist told the BBC he had not been paid for the best part of a year. NHS England said there had been "some issues in the first financial year of the new NHS commissioning system", and that it was "unacceptable that any service provider should have to wait for payment". The dispute over fees comes as use of the sectioning and detention powers under the Mental Health Act in England reaches an all-time high. Dr Ali al-Allaq is a psychiatrist who works in London. He is known as a section 12 doctor - approved under the Mental Health Act to carry out the assessments which can result in people being forcibly detained. The winning bid for the seven year contract was delayed by legal action from BT, who had taken action against perceived failures in the procurement process to correctly select the most competitive bid. Paul Pindar, Capita CEO, said: “This is an important contract win for Capita, placing us at the heart of public service delivery in Scotland and providing us with a platform to offer additional services and build our business here.” Ian Crichton, NHS National Services Scotland (NSS) chief executive, said: “I am pleased to announce the award of the SWAN contract to Capita.

Campaigners have said NHS Scotland spends more than £20m a year diagnosing and treating people from the effects of exposure to asbestos. The bill would allow the NHS to claw back those costs from companies who exposed their workers. It has been lodged by SNP MSP Stuart McMillan. The NHS has been able to recover the costs of treating the victims of accidents since 2003, where an individual made a successful claim against a third party. However this principle does not cover diseases, and campaigners say a new law is needed to include asbestos-related conditions such as mesothelioma.
