The reason why this is a big problem is because according to the data poverty was not a very big problem in the last 20 years.

The Guardian news article is talking about how all the effort that has been done to help reduce poverty are now not very effective because how quickly covid is adding more people to poverty. Art helps us imagine the lives of others, including the lives of the poor. This is done to gain the attention of the world and to also have them commend the problem of poverty. The aim is to try and eliminate poverty as much as possible or at least try to help the situation. They also do this because it makes them feel like they are playing their part in helping society.
