Testing Beijing, Japan Eyes Growing Role in South China Sea Security

(Photo: Reuters) TOKYO — Seventy years after its imperial forces were kicked out of the South China Sea, Japan is quietly moving back into the region, forging security ties with the Philippines and Vietnam as both Southeast Asian nations try to cope with China’s territorial ambitions. Tokyo’s security cooperation is broad-based: It is supplying maritime patrol boats to the two countries while Japan will hold its first naval exercises with the Philippines in the coming months. Japanese military doctors are even advising Vietnamese submariners on how to deal with decompression sickness. Japan is providing this help, and more, in a calibrated escalation of involvement to avoid a backlash from Beijing, said Japanese sources with knowledge of the assistance. “An ADIZ would be a catastrophe. Despite requests from Manila to refrain from such actions, which “will likely increase tensions,” Beijing seems determined to strengthen its presence in the region. The photos, taken in late July and obtained by The Asahi Shimbun from Philippine military sources, show construction is under way on Johnson South Reef, the Gaven Reefs and Cuarteron Reef in the Spratly archipelago, which are effectively controlled by China, but also claimed by Vietnam and the Philippines.

Although a photo of Johnson South Reef taken in February only shows reclamation work in progress, an aerial photo taken July 29 shows pathways and newly planted coconut trees as well as a number of structures. Murky waters surround the rule of law in the South China Sea

‘Japan for the rule of law, Asia for the rule of law, and the rule of law for all of us’, Shinzo Abe said at the Shangri-La Dialogue earlier this year. Nations, he observed — and by which he meant China — must make claims that are faithful in light of international law and resolve them peacefully. China’s legal claim to sovereign rights and jurisdiction in the South China Sea, which asserts an entitlement to exclusive economic zone (EEZ) and continental shelf rights over the relevant waters, is not inconsistent with international law. ‘Islands’ as low-lying as Japan’s Okinotorishima, as small as the US Howland and Baker Islands, and as remote from a continental coastline as Australia’s Heard and McDonald Islands have valid or pending EEZ claims. No precedent exists in authorising stays on such drilling. Ambassador opposes Chinese diplomat's view on East Sea issue - Politics & Laws.

Joint Development in the South China Sea

Worldwide, joint development of disputed areas has proved to be a hallmark for managing disputes, yet this continues to elude the claimants to the Paracels, Spratlys, Scarborough Reef, and the central part of the South China Sea. Successful dispute resolutions and joint developments Dispute resolutions and joint development are not new to the South China Sea countries.

These countries have successfully demarcated a number of maritime boundaries, including Indonesia-Malaysia, Malaysia-Thailand, Thailand-Vietnam, China-Vietnam, Indonesia-Vietnam, and Brunei-Malaysia. South China Sea disputes: how can China reassure its neighbours? Author: Huy Duong, Southeast Asian Sea Foundation China’s South China Sea claims are igniting much regional tension, and there are repeated calls for China to clarify these claims.

South China Sea disputes: how can China reassure its neighbours?

China’s sovereignty claims over all the islands and rocks in the Paracels, Spratlys and Scarborough Reef are already clear, albeit contested by other countries. What it needs to clarify is the extent, nature and basis of its maritime claims, which seem to cover most of the South China Sea’s waters. 1973MANILA00858_b. 1974TAIPEI00602_b. 1974TAIPEI00682_b. Taiwan Plans To Expand Pier In Disputed Islands. TAIPEI — Taiwan plans to expand a pier on one of the disputed Spratly Islands, officials said Sunday, as the rest of the claimants beef up military deployment in the South China Sea. The Coast Guard Administration has budgeted Tw$19 million ($640,000) to evaluate the project, which is part of its efforts to boost defense capabilities in the disputed area this year.

“The fund will mainly be used to do an environmental impact study near Taiping Island,” a coast guard official told AFP. China's position on South China Sea consistent, clear: FM. Yang made the remarks at a joint press conference held with visiting U.S.

A shoal too far in South China Sea - Pale Moon. A shoal too far in South China SeaBy George Amurao Another maritime incident between China and the Philippines in the South China Sea has tested the region's tenuous calm. On the evening of July 11, China's People's Liberation Army Navy (PLAN) missile frigate Dongguan ran aground on Half Moon Shoal, a contested maritime territory a mere 60 nautical miles from the Philippine island of Palawan.

The incident was not initially publicized by either side but its later disclosure has raised new questions about China's naval intentions and capabilities in the area less - than a month after both sides backed away from a two-month stand-off over another contested shoal in the same island chain. Philippine Navy officials later said two of their patrol vessels and a reconnassiance aircraft confirmed the presence of the Chinese naval ship on the contested shoal.

So let me try to first address Michael's concerns.

Stirring up the South China Sea (I) Asia Report N°223 23 Apr 2012 The conflicting mandates and lack of coordination among Chinese government agencies, many of which strive to increase their power and budget, have stoked tensions in the South China Sea. Repeated proposals to establish a more centralised mechanism have foundered while the only agency with a coordinating mandate, the foreign ministry, does not have the authority or resources to manage other actors. The Chinese navy’s use of maritime tensions to justify its modernisation, and nationalist sentiment around territorial claims, further compound the problem. But more immediate conflict risks lie in the growing number of law enforcement and paramilitary vessels playing an increasing role in disputed territories without a clear legal framework.
