I've mentioned in other threads that observation and planning were very closely linked in making sucessful decisions about permaculture designs. Since we took on our search for a place and the marathon rest-of-life project of restoring it and creating gardens I've used a great tool called Sketchup for helping tweak designs and ideas.

Good news is, it's free! I've found it reasonably easy to use and the rapidity with which you can knock up drawings is superb. The big win for it is that it allows you to easily work in 3D, so if you're planning any kind of permaculture design.. it's invaluable. I'll try and explain. Sketchup allows 3D modelling and has a clever engine for rendering shadows. This, allied with the ability to position your point of view within anything in the model and to walk/run through the model allows you to see things before you undertake them. Jimll posted a little plan of his allotment in another thread... And now... the last one... And I could go on and on.. it's fun!
