The United States supports a peaceful, prosperous, and democratic Burma that respects the human rights of all its peoples. Elections in November 2010 led to a peaceful transition from sixty years of military rule to a quasi-civilian government headed by President Thein Sein. Under President Thein Sein, the Government of Burma has initiated a series of political and economic reforms which have resulted in a substantial opening of the long-isolated country. These reforms include the release of many political prisoners, ceasefire agreements with 12 of 13 major non-state armed groups, greater freedom of the press, and parliamentary by-elections in 2012 in which pro-democracy leader Aung San Suu Kyi and her opposition party won 43 of the 44 seats they contested (out of 45) gaining approximately 11% representation in parliament.

The generals who ran the country suppressed almost all dissent and stood accused of gross human rights abuses, prompting international condemnation and sanctions. A gradual liberalisation began in 2010, leading to free elections in 2015 and the installation of a government led by veteran opposition leader Aung San Suu Kyi the following year. But an army operation against alleged terrorists in Rakhine State since August 2017 has driven more than half a million Muslim Rohingyas to flee to neighbouring Bangladesh, in what the United Nations called a "textbook example of ethnic cleansing". This has damaged the new government's international reputation, and highlighted the continuing grip of the military in Myanmar. Burma's population of over 60 million makes it the world's 24th most populous country[2] and, at 676,578 square kilometres (261,227 sq mi), it is the world's 40th largest country and the second largest in Southeast Asia. For most of its independent years, the country has been engrossed in rampant ethnic strife and a myriad of Burma's ethnic groups have been involved in one of the world's longest-running unresolved civil wars.
