Dozens were left homeless after a night of riots on the streets of Tottenham after a peaceful demonstration on 6 August over the death of a man who was shot by police turned violent. What commenters in the U.S. are not connecting to is that this is the second major riot in twelve months.

The BBC is interchanging footage of blazing cars and running street battles in Hackney, of police horses lining up in Lewisham, of roiling infernos that were once shops and houses in Croydon and in Peckham. Last night, Enfield, Walthamstow, Brixton and Wood Green were looted; there have been hundreds of arrests and dozens of serious injuries, and it will be a miracle if nobody dies tonight. This is the third consecutive night of rioting in London, and the disorder has now spread to Leeds, Liverpool, Bristol and Birmingham. Politicians and police officers who only hours ago were making stony-faced statements about criminality are now simply begging the young people of Britain’s inner cities to go home.

At 6.30 yesterday evening, No 10 was still saying that Mr Cameron was keeping in close touch and there was no need for him to come back, but the images of the Croydon furniture shop in flames and the steady spread of violence across London and in Birmingham made that unsustainable. Photograph: Stefan Wermuth/Reuters Since the coalition came to power just over a year ago, the country has seen multiple student protests, occupations of dozens of universities, several strikes, a half-a-million-strong trade union march and now unrest on the streets of the capital (preceded by clashes with Bristol police in Stokes Croft earlier in the year). Each of these events was sparked by a different cause, yet all take place against a backdrop of brutal cuts and enforced austerity measures. The government knows very well that it is taking a gamble, and that its policies run the risk of sparking mass unrest on a scale we haven't seen since the early 1980s. With people taking to the streets of Tottenham, Edmonton, Brixton and elsewhere over the past few nights, we could be about to see the government enter a sustained and serious losing streak. Nothing 'mindless' about rioters. Civil disturbances never have a single, simple meaning.

When the Bastille was being stormed the thieves of Paris doubtless took advantage of the mayhem to rob houses and waylay unlucky revolutionaries. Sometimes the thieves were revolutionaries. Sometimes the revolutionaries were thieves. Westminster vows to evict social tenants involved in riots. David Cameron may finally have found community spirit amongst the riot clean up, but recent events spell the end for his Big Society fantasy. Following the looting and vandalism in areas across London on Monday evening, hundreds of people came out to help clear up the mess and put their neighbourhoods back on track.

Blaming a moral decline for the riots makes good headlines but bad policy. Both David Cameron and Ed Miliband made excellent speeches last week and there was much to agree with in what they said. None the less, in the overall commentary on the riots, I think we are in danger of the wrong analysis leading to the wrong diagnosis, leading to the wrong prescription. Riot psychology.
