According to legend, it was Theseus who united the cities and settlements of Attica under Athenian rule. Athens celebrated this event every year in the autumn in the Synoikia. When Kleisthenes reformed the constitution in 508/7 BC he incorporated those settlements into the government, making them the basic unit of political organization.
