WikiLeaks released audio recordings of Perupetro Vice President Alberto Quimper and Romulo León Alegría, a prominent member of Garcia’s ruling Aprista party, discussing under-the-table payments conditioned on Discover Petroleum obtaining oil exploration concessions.
