L’Organisation de libération de la Palestine (OLP) est ainsi créée le 28 mai 1964, à l’initiative de la Ligue des Etats arabes, à la suite du premier Sommet arabe organisé par Nasser au Caire du 13 au 17 janvier 1964. L’OLP regroupe les mouvements de résistance palestiniens. L’avocat palestinien Ahmad al-Shuqayri, après avoir représenté l’Arabie Saoudite à l’ONU, est nommé à la tête de l’OLP. A la suite du Sommet arabe du Caire, l’organisation se met progressivement en place. Un congrès réunissant les représentants palestiniens ainsi que des membres de la Ligue des Etats arabes se tient à Jérusalem du 28 mai au 2 juin 1964.

Ce premier Congrès national palestinien (CNP), l’équivalent d’un Parlement, met en place les structures de l’OLP, avec la création du Comité exécutif de l’OLP (CEOLP), dont Ahmad al-Shuqayri est président, et l’adoption d’une Charte. An idiom is a common word or phrase with a culturally understood meaning that differs from what its composite words' denotations would suggest. An idiom is not to be confused with other figures of speech such as a metaphor, which invokes an image by use of implicit comparisons (e.g., "the man of steel" ); a simile, which invokes an image by use of explicit comparisons (e.g., "faster than a speeding bullet"); and hyperbole, which exaggerates an image beyond truthfulness (e.g., like "missed by a mile" ).
