Sen. Mark Warner, D-Va., has spent months trying to fashion a bipartisan plan to slash the federal debt through a combination of spending cuts and tax increases. In a June 27 interview with The Wall Street Journal, Warner seemed confident that the two parties would reach an expedient budget deal that will increase the national debt limit before an Aug. 2 deadline when the U.S. faces possible default on it loans. But Warner questioned the will of Congress and business to repair long-term structural problems in the federal budget that have caused debt to soar.
