International students often bring unique perspectives and valuable insights to their writing. They can, if encouraged to do so, draw upon their varied backgrounds and experiences; most will use writing in diverse contexts after graduation. By writing in English as a second or third language, they demonstrate the capacity of English as an international language and are likely to value their own capacity to use it on graduation. Such benefits are usually acquired through considerable individual effort by students, and teaching, support and guidance by others. This section notes some of the issues which international students can find particularly challenging in academic writing and suggests ways that teachers can assist international students to become successful writers.

Monday, November 12 2012 Innovation and Business Skills Australia (IBSA) has now completed the new Foundation Skills Training Package (FSK12), which is aimed at individuals entering or re-entering the workforce, or changing jobsapprentices, trainees or entry-level employees, andpeople outside the workforce, such as school students undertaking VET studies or ‘second chance’ learners. IBSA has not been able to submit FSK12 to the NSSC for endorsement, as the new streamlined Training Package development standards are still not finally determined. IBSA is not yet able to indicate when it will get the go-ahead to submit the Training Package. In the meantime, and given widespread enthusiasm across the VET workforce for this product, IBSA is making available all FSK12 content on the basis that it is very close to completion and stakeholders would be keen to see the nearly finished products.

Following on from its November 2012 decision to mandate reporting of VET activity for all RTOs, the Standing Council on Tertiary Education, Skills and Employment (SCOTESE), on 7 June 2013, endorsed the standards and policy to underpin the implementation of the new reporting requirements from 1 January 2014. The standards for RTOs (both the Data Provision Requirements as part of the NVR VET Quality Framework, and the Australian Quality Training Framework) have been amended to reflect SCOTESE’s decision to introduce enhanced reporting requirements for RTOs.

The amended standards and underpinning policy are now available, with all RTOs required to comply with the new standards from 1 January 2014. The National VET Provider Collection Data Requirements Policy outlines the requirements on all RTOs in collecting and reporting their nationally recognised training to the National VET Provider Collection managed by the National Centre for Vocational Education Research. The standards as a legislative instrument The Standards for VET Accredited Courses 2012 are a legislative instrument made by the Federal Minister for Tertiary Education, Skills, Jobs and Workplace Relations under subsection 188(1) of the National Vocational Education and Training Regulator Act 2011 (the Act).

It is common for an Act of Parliament to allow some other person or body to make a law on matters of detail under an Act. Such a law is called a legislative instrument. The Legislative Instruments Act 2003 requires that legislative instruments are registered and published on the Federal Register of Legislative Instruments (a part of ComLaw) and tabled in Parliament. In contrast, the AQTF Standards for Accredited Courses were not a legislative instrument, but part of a national set of standards approved by the Ministerial Council for Tertiary Education and Employment (MCTEE), which included all ministers for VET in Australia.

The National Vocational Education and Training Regulator Act 2011 has established a new approach to national regulation of the vocational education and training (VET) sector in Australia. While the approach is new, most of the regulatory requirements have not changed at all. Part of the new approach is the creation of a national regulator, the Australian Skills Quality Authority (ASQA), which is responsible for registering training organisations and accrediting courses. If a training organisation operates (or intends to operate) in a participating jurisdiction, or otherwise qualifies under the national scheme, ASQA will now be the body responsible for that organisation’s registration and for accrediting its courses.
