Not necessarily because of whatever official recommendations eventually come forth from Justice Cohen, but because of the Inquiry’s many ancillary benefits. There was a palpable undercurrent of frustration that ran through the Commission gallery during the two and a half weeks that diseases and aquaculture were under the microscope.
