Anthony Owen, 68, (pictured) was found by two members of the public lying next to his still-running car in Hale Road, Widnes, Cheshire, with serious head injuries on March 11 and died in hospital six days later. In fact, it had been reported that the results of the public consultation were that 70% of the 15,500 responses favoured a ban. But there was no evidence in the story that the EU was to adopt this stance. So there might be a 'ban' or shoppers may have to pay for them (something some shops do already).
