According to the Department of Defense , Panetta ‘…explained his reasoning saying there are between 10 to 20 key al-Qaida leaders in areas like Pakistan, Yemen, Somalia and North Africa and tracking them down would mean the defeat of the terror organization.

He suggested that the term “war on terrorism”, while understandable in the aftermath of 9/11, “does create an expectation among some people that there is a solution to terrorism that is entirely military”. The most effective means of combating terrorists, he argued, were good intelligence and intelligence sharing. The invasion of Iraq in 2003, he warned, would be exploited by al-Qaeda to gain more recruits in its jihad against the West.
