Educators struggle to combat dropout rate disparities BY RANDY HALLMAN Richmond Times-Dispatch Richmond Times-Dispatch Black students account for a disproportionate percentage of dropouts in the Henrico County school system. Henrico’s four most recent graduating classes had student populations that ranged from 39.7 to 40.9 percent black, according to the county’s annual reports to the Virginia Department of Education.
