Elle a été créée dans un constat de carence et dans un sentiment de révolte. J'étais jeune médecin obstétricien. Le handicap n'était donc pas ma spécialité. Mon seul « privilège » avait été de travailler pendant un an à la frontière thaïlandaise pour aider les réfugiés cambodgiens en 1979-80.
Disons que les grandes organisations humanitaires n'avaient pas de solutions à offrir aux 6000 Cambodgiens qui avaient subi une amputation à cause de la guerre et des mines antipersonnel. Vous souvenez-vous de votre premier acte de soin pour une personne handicapée ? Une jeune fille de 10 ans. A l'époque, les mines antipersonnel étaient des armes conventionnelles autorisées... Oui et non. Handicap International a ensuite pris la tête de la campagne contre ces mines, interdites par le traité d'Ottawa en 1997.
