La revue du syndicat des enseignants romands (SER) en Suisse m’a demandé un article pour un dossier thématique publié en novembre 2012 sur les “best practices”. J’en ai profité pour résumer quelques idées sur cette déclinaison spontanée de l’approche fonctionnaliste en éducation, qu’on retrouve souvent en matière de politiques publiques.
La recherche n’est généralement pas très à l’aise avec le terme de “bonnes pratiques”, comme elle n’est pas très à l’aise dès qu’il s’agit de passer du monde enchanté de la description à celui de la prescription. Néanmoins, au delà d’une certaine frilosité explicable pour des raisons endogènes aux contextes universitaires, la question des bonnes pratiques soulève des interrogations de fond sur la nature des pratiques éducatives, dont on a trop souvent une vision étroitement technicienne. In The Power of Inaction, Cornelia Woll details the varying relationships between financial institutions and national governments by comparing national bank rescue schemes in the United States and Europe. Woll starts with a broad overview of bank bailouts in more than twenty countries. Using extensive interviews conducted with bankers, lawmakers, and other key players, she then examines three pairs of countries where similar outcomes might be expected: the United States and United Kingdom, France and Germany, Ireland and Denmark.
