Knowledge and expertise are crucial to the innovation capacity and competitiveness of industry as well as the sustainability of the welfare state, the formation of public opinion and democracy. The quality and relevance of education must be strengthened to better equip children, young people and adults to meet future challenges in social and working life. The overall objectives of the scheme are to expand long-term, relevant competence-building and research activities in public sector body, to increase researcher recruitment within the public sector and to promote greater collaboration between academia and the public sector.

The Research Council works to boost research and innovation activity in the public sector and provides support for research projects. The authorities expect the Research Council to help to increase knowledge intensity in the public sector in various ways, including the recruitment of doctoral candidates. The Public Sector Ph.D. scheme does not represent a new type of doctoral degree, but is designed to support long-term research that has the same level of scientific merit as the general doctoral degree education. The primary objective of the FOLKEHELSE programme is to generate new knowledge about the factors that affect public health, the causes of social inequalities in health, and the measures that can reduce these inequalities and improve public health.

Activities under the FOLKEHELSE programme for the 2011-2015 programme period will mainly revolve around three thematic priority areas: i) health behaviour, such as physical activity, diet, tobacco use and accident-related behaviour; ii) research on life phases, such as conditions for children and adolescents, education and income related to health; and iii) prevention with regard to mental health.
