No matter which appointment he assumed, Peter transformed the public sector with many bold IT initiatives, a testimony to his firm conviction in the transforming power of IT. As PS Defence, in 2000, Peter championed a "dot-com" mindset to replace the traditional "dot-gov" approach. The MINDEF.com initiative saw a public-private partnership that allied the domain expertise of the public sector with the flexibility and speed of the private sector. In August 2002, Mr. Peter Ho holds a Bachelor of Arts (Honours) in the Engineering Tripos and a Master of Arts from the University of Cambridge in the United Kingdom.

Thinking About the Future: What the Public Service Can Do. It is fair to say that Singapore recognises the need for decision-makers to prepare for the future.

Thinking About the Future: What the Public Service Can Do

Our efforts to understand and plan for the future have evolved and improved over the years. Scenario planning is now a key part of the Government's strategic planning process, and has proven useful in surfacing otherwise hidden assumptions and mental models about the world. More importantly, the scenario planning process has helped to inculcate an "anticipatory" mindset in many of our civil servants by getting them to raise "what if" questions on the issues that they deal with.

The Risk Assessment and Horizon Scanning programme (or RAHS), launched in 2004 as a complementary capability to scenario planning, is being used to examine complex issues in which cause and effect are not easily discerned; it also serves as a shared platform for analysts from different agencies to collaborate on perspective-sharing, modelling and research.1 The human mind can play tricks on us. Coping with complexity. The great acceleration Governments aim to produce good outcomes for the nation and for individuals.

Coping with complexity

But the best intentions can be derailed by black swans, unknown unknowns, and wild cards—like the eurozone crisis, the 2011 Japanese tsunami and ensuing nuclear meltdowns, the financial and economic turbulence of 2008–09, SARS in 2003, and September 11. Unfortunately, such shocks seem to be occurring with increasing frequency. What has been described as the “Great Acceleration” provides an important explanation for this situation. Since the middle of the 20th century, change has accelerated at an unprecedented global scale. As a result, our operating environment is growing in complexity. We cannot avoid surprise altogether. The first step is for governments to acknowledge the complexity in their operating environment. The whole-of-government mind-set Developing policies and plans to deal with such wicked problems requires the integration of diverse insights, experience, and expertise.

Horizon scanning is the systematic examination of potential threats, opportunities and likely future developments across an extensive range of domains, not restricted to those at the margins of current thinking and planning.

Singapore Government Horizon Scanning Centre

Horizon scanning may explore novel and unexpected issues, identifying emerging risks and wild cards. By establishing a process of acquiring, analysing and communicating information, horizon scanning serves to improve the robustness of an organisation’s policies and evidence base for enhanced strategic anticipation. The Horizon Scanning Centre is located within the National Security Coordination Secretariat. HSC explores and investigates, through horizon scanning, case studies or other initiatives, key emerging issues as well as risks or uncertainties across various domains that would have significant impact on Singapore. Definition of horizon scanning was adapted from the UK Department for Environment, Food and Rural Affairs (Horizon Scanning, 2002)
