The mission to increase Russian influence on the continent is being led by Yevgeny Prigozhin, a businessman based in St Petersburg who is a close ally of the Russian president, Vladimir Putin. One aim is to “strong-arm” the US and the former colonial powers the UK and France out of the region. Another is to see off “pro-western” uprisings, the documents say. In 2018 the US special counsel Robert Mueller indicted Prigozhin, who is known as “Putin’s chef” because of his Kremlin catering contracts. According to Mueller, his troll factory ran an extensive social media campaign in 2016 to help elect Donald Trump. The documents show the scale of Prigozhin-linked recent operations in Africa, and Moscow’s ambition to turn the region into a strategic hub.

Situated between Madagascar and Mozambique, Mayotte is the only island in the Comoros archipelago which did not split from France after an independence referendum in 1974. Even though Mayotte opted to remain with its colonial-era power, the Comoros still claims control -- in which it is backed by several UN resolutions -- in a territorial dispute with France. "Despite numerous resolutions adopted by the UN General Assembly on this issue, France continues to illegitimately hold Mayotte," Lavrov told a news conference in Moscow alongside Comoros Foreign Minister Souef Mohamed El Amine. This entitles it to support for infrastructure, medical care, and education just as in mainland France.

The Eurasian marketplace, in scale and capital intensity, is huge. It includes some countries of Europe and post-Soviet countries and rather fast-growing Asian countries. It is obvious that the interest among African countries for access to these markets is enormous both in the context of just entering the market of a particular country and implementation of joint interstate projects. Turkey and Somalia inked a defense cooperation agreement on Jan. 25 in 2015 in the framework of Turkey's pledge to build up a national army for the Somalian state. The deal has been subsequently approved by the United Nations. The base, African Horn, will open in Mogadishu for Somalian troops to have training and to handle weapons in order to drive al-Qaeda linked al-Shabaab from their homes. More than 10,000 Somalian troops and soldiers from other African countries will be trained by Turkish military experts in the base. The new base will house 200 military experts.
