The Constitution The following links point to photographs of the copy of the United States Constitution stored in a vault in the National Archives and Records Administration, as well as a picture of the letter of transmittal that accompanied the copies sent to the Congress and the states after it was approved by the Constitutional Convention in Philadelphia. Aside from the copy stored at NARA, about 20 other copies dating back to the Convention are known to exist in various American and British collections, mostly in those of state governments and universities. According to a 49-page Homeland Security document on the plan, ENDGAME expands "a mission first articulated in the Alien and Sedition Acts of 1798. " Its goal is the capability to "remove all removable aliens," including "illegal economic migrants, aliens who have committed criminal acts, asylum-seekers (required to be retained by law) or potential terrorists. " The government's definition of an enemy combatant covers almost any individual who promotes the rudimentary rights guaranteed by the U.S. Constitution.
