EDITOR'S NOTE (updated on 18-08-2006) This fourth edition of the compilation of laws, prepared by the Office of the United Nations High Commissioner for Human Rights, contains laws and other legal instruments in force in Cambodia as of February 2005.
The purpose of the compilation is to improve public access to legal documents and to assist the courts involved in the administration of justice. Previous editions have sought to be as comprehensive as possible. However, given the significant increase in the number of laws and executive regulations since the third edition, it was decided for the fourth edition to focus on those laws and other legal instruments that are most relevant to day-to-day practice in the administration of justice and institutional development in Cambodia.
For easy reference, an appendix contains a complete list of laws adopted and promulgated during the First and Second Legislatures, covering the period from 1993 to until 2003. Khmer Law Compilation. Finding publicly available resources, particularly online or in English, can be tricky. To the best of our knowledge, there is no up-to-date and complete database freely accessible. Below is a short round-up of the resources we’ve been able to find – none are perfect. If there is a specific law or regulation you know to exist, and just need a copy, you might be able to find it on one of the sites below (though there’s little guarantee as to the accuracy of the text). However, if you are trying to answer a legal question on your own and don’t know the specific law you’re looking for, we would strongly caution against relying on these online resources. So except for very basic questions where you already know which law to rely on, the Do-It-Yourself route is ill-advised. . – Despite being the #1 Google hit when searching for “Cambodian Law”, this site has a small and seemingly random collection of laws. It is the Supreme Law of the Kingdom of Cambodia and organizes Cambodia’s government and institutions. All laws and regulations derive from the Constitution’s provisions and must conform to it1. The Constitution rules the questions of sovereignty, the role and status of the King, the fundamental rights of the Khmer citizens, the economy, the education, culture and social affairs, the functioning of the National Assembly, the Senate, the Congress and of the government, the functioning of the judiciary, constitutional council, the administration, and of the National Congress.
