Ending homelessness

The problem of homelessness is as difficult as any problem that any major American city faces — and all cities do face it. The first story was the Union-Tribune account last week about Michael Clark, a homeless man who was briefly jailed on charges of illegal lodging and encroaching on public property. The 4-by-7-foot “house” that had been donated to Clark by a homeless advocate was seized by police from the sidewalk on 16th Street downtown. The story generated understandable sympathy and compassion for Clark. The second story was the U-T report this week of a 70-year-old alcoholic homeless man who has been taken to hospital emergency rooms nearly 250 times at a cost to taxpayers of some $537,000 in ambulance services alone.
