HPD - Apartment Seekers - Current Housing Lotteries. HPD does not rent apartments. We work with real estate professionals and community sponsors who market apartments. We require that subsidized apartments be rented through an Open Lottery System to ensure fair and equitable distribution of housing to eligible applicants.
