By Peter Loftus PHILADELPHIA–The mayor of Philadelphia asked people living in flood-prone areas to leave their neighborhoods by Sunday afternoon in preparation for Hurricane Sandy, which could hit the region in days. Mayor Michael Nutter said residents in neighborhoods near certain waterways should be prepared to relocate no later than 2 p.m.

We've been following the legal fight between SAS and World Programming Limited (WPL) for quite some time. If you don't recall, WPL essentially recreated some functionality of SAS's offering, not by copying the software itself or the source code, but basically by reading SAS's manuals about what its software did.

The UK's High Court said this did not infringe, and the case got kicked up to the European Court of Justice (which has been pretty good on copyright issues lately). In the fall, the EU Advocates General recommended that the court make clear that software functionality is not subject to copyright, and it appears that's exactly what the court has now done. In a relatively short ruling, the court points out that, while software itself may be covered by copyright, "the ideas and principles which underlie any element of a computer program, including those which underlie its interfaces, are not protected by copyright. India court: Insisting on condom not grounds for divorce. 4 May 2012Last updated at 03:20 ET The Bombay High Court has ruled that a wife's refusal to have sex with her husband without a condom does not constitute grounds for divorce. Pradeep Bapat told the court his wife Prerna refused to have children because they were not financially stable. The judges said Mr Bapat's other grounds for divorce, a lack of cooking and cleaning skills on his wife's part, were also not grounds for divorce. They said arranged couples should get to know each other before marrying. The couple (whose real names were not released to protect their privacy) married in February 2007 and by June Prerna had left their home. "She wanted to give the child a better life.

Mr Bapat's lawyer told the court that his client wanted an educated, working woman as his wife, who would also do the housework. "A woman is not a slave," Justice Majmudar said. Syria holds election, amid deadly violence and opposition boycott. Syrians voted in a parliamentary election on Monday touted by authorities as a milestone of political reform but dismissed by the opposition as a facade.

(Reuters) Syrians voted on Monday in the country’s first “multiparty” parliamentary election in five decades, held against a backdrop of violence and described as a sham by the opposition. Voters casted their ballots in some neighborhoods of the capital and various other regions, while in opposition strongholds, residents boycotted the poll, holding protests instead and a general strike. The election went ahead despite the unrest that has swept Syria since March 2011 when President Bashar al-Assad resorted to force in a bid to quash a revolt against his autocratic regime.

The vote, initially scheduled for last September, was postponed till May 7,,, after Assad announced the launch of a reform process backed by a referendum. But others were unimpressed. State television reported high turnout in several of the same regions. Media propaganda. Trying To Avoid Bailout, Spain Takes On Ailing Banks. Paul Hanna/Reuters /Landov The Spanish government took a controlling stake in Bankia, the country's fourth-largest bank and largest real estate lender, on Wednesday. Spain nationalized its largest real estate lender Wednesday night and plans to announce an overhaul of the country's entire banking system Friday. The country is scrambling to prevent its troubled banks — weighed down by property debts — from sabotaging the whole economy.

The Spanish government has only to look northward to Ireland to see what could happen if it fails. Lessons From Ireland If Spain is the weakest link in the eurozone now, banks are the weakest link in the Spanish economy. Banks are drowning in unpaid loans and properties they'd have to sell at a loss. "If you mark them down to market, these losses wipe out your capital and might force you to go bankrupt," he says.
