Gender Equality Explorer was created by the Women’s Foundation of Minnesota and the University of Minnesota’s Center on Women and Public Policy to expand the availability of data on women and girls and the capacity of individuals and organizations to use data to advance equality for women and girls across the country. Amassing evidence and advancing evaluation systematically is an ongoing, dynamic process we call building an evidence base. This enables an organization to continually improve its program and to replicate and expand it. We believe that the most effective nonprofits use data (from both systematically collected internal sources and rigorous external evaluations) for ongoing learning, self-evaluation and improvement. Such "data-driven" nonprofits understand what it is about their programs that makes a difference in the lives of young people, and use data to make better decisions as they seek to extend their impact. To support a learning organization and to ensure the wise investment of resources, evaluation is part of each person’s job responsibilities. Written evaluation plans are developed as part of the program planning process. In recent years, the organization has moved to an outcome-based planning and reporting system with evaluation playing a critical role in learning, program improvement and accountability. PDE is charged with providing leadership and capacity building in program evaluation through in-service education, resource material development, consultation, administrative support and managing high priority evaluations.
