But that's just one example of what ICT can do. In fact it can transform and improve every area of our lives: helping people connect and communicate; learn and find work. That's a smart way out of our current troubles. It won't happen by itself: it needs political effort. How? First, the EU needs fast broadband networks for everyone. Here in Bulgaria, there's still a way to go.

How do we get these networks? This is economically essential. But, remember, sometimes the investment we need to make isn't even about money. Procedures that are too cumbersome, or construction permits that are too hard to get, so that the digging for new networks can't even start. The second thing to focus on is digital skills. Thank you. Under the title Jobs for Youth and Ageing Online, network leaders representing more then 25.000 telecentres gathered at Mercure Grand Hotel in Warsaw for the fifth Telecentre-Europe Summit that took place during 17-18 October 2012 and was co-hosted by the Information Society Development Foundation (FRSI). The Summit was opened by a video message from Commissioner László Andor, responsible for Employment, Social Affairs and Inclusion. The event included plenary & parallel sessions on four main topics: • Skills & Jobs for youth • Capacity building for telecentres & libraries • Socio-economic impact of telecentres • Ageing Online The summit provided an excellent opportunity to discuss, network and collectively contribute on issues related to European telecentre networks and other eInclusion themes.

The programme included a series of interactive plenary and parallel sessions and a marketplace for the dissemination of projects & project ideas. Next on the program were three parallel sessions. Susan Allen of the Joseph Rowntree Foundation blogged last week about the issue of loneliness for older people. Digital inclusion is relevant here. When people talk about digital inclusion they often stress the financial and economic benefits: saving money on web purchases, improving job prospects and so on. In fact, there are significant social benefits of being online as well. This can include reducing feelings of loneliness and isolation, particularly for older people. A recent Digital Unite study quoted in the Guardian found that 72% of people over 55 reported that being online reduced feelings of loneliness and isolation. Communities 2.0 experience bears this out. Loneliness amongst older people is a profound and complex social problem, but digital inclusion can go some way to mitigate its effects. Langas į ateitį is continuously participating in international projects that encourage the exchange of experiences with partners from other European countries.

The new project "Use IT and enjoy" will start in August 2012 and will be implemented with partner organizations from Sweden and Denmark. Only a part of the elderly in the Baltic region use information technologies in their everyday life: only half of the people aged 50-75 and one-third of the elderly of over 75. The project partners started this initiative to highlight the issue of encouraging seniors for digital inclusion. The purpose of the project is to explore methodologies & facilitate the development of motivations for the elderly to take up digital inclusion. "Since 2002, Langas į ateitį has been organizing ICT trainings that attract participants of various age groups. We are glad to notice that recently more and more elderly discover the need to learn using computer, internet and e-services. Increasing Digital Inclusion via Microvolunteering | Help from Home. Microvolunteering may just be the answer to the growing digital divide. The fact that volunteering online can provide a set of mutually beneficial advantages for both charities and those suffering from digital exclusion must not be overlooked.

The ‘Champion for Digital Inclusion Report 2009’ found that the over-65 category age group were most at risk from digital exclusion. One major factor to stimulate this segregation is that many older people demonstrated that they feel a lack of perceived opportunity or need to have a computer within their home. For example, 34% of this age group in 2008 said that an internet connection would provide no useful benefit for them. Further to this, computer training schemes for the digitally excluded, particularly those suffering from a disability, are often run by charities. For those of the elderly who reside within care homes, high levels of inactivity are frequently documented.

Between 14 September 2011 and 30 April 2012, UK online centres worked collaboratively with Sheffield City Council, Jobcentre Plus, Citizens Advice and The Pensions Service on an innovative project in Sheffield to increase awareness of the benefits of using online public services. The project, led by UK online centres, was a unique city-wide project that encouraged, inspired and mentored organisations to embrace a collaborative approach to digital by default service delivery, and to support individuals to use online services. The project aimed to produce a scalable, sustainable, community-based infrastructure to support and drive channel shift, transforming the way in which individuals and communities engage with online government services now and in the future.

The project was a huge success, and established partnerships that will far outlast the life of the project. Telecentre.org Foundation (TCF), in partnership with Intel, is launching the Technology, Innovation and Sustainability Talks, or TIS Talks, a series of webinars that will run from July to November 2012and will bring together telecentres, networks and partner organizations to learn about successful telecentre sustainability models and entrepreneurs as well as identify opportunities for partnership and involvement.

During the webinars, participants will have the opportunity to exchange ideas, forge collaborations, and build collective action towards social enterprise innovation and partnership-based sustainability across the telecentre movement. To launch TIS Talks, Miguel Raimilla, TCF Executive Director, and Florencio Ceballos, former Managing Director of telecentre.org and now Senior Program Specialist for the International Development Research Centre, will conduct the first webinar on July 23, 05:00 a.m. GMT in English and 4:00 p.m. GMT in Spanish. International certification programme for educators on internet safety. Telecentre-Europe members Langas i ateiti (Lithuania) & LIKTA (Latvia), together with 3 other international partners have developed a training programme, methodology, student‘s guide, e-course & evaluation tests around Internet Safety for educators. e–GUARDIAN is a professional certification programme for educators localized for use in Lithuania, Latvia and Germany.

The programme is proposed as a safe internet learning standard for Lithuanian and Latvian educational institutions and could be implemented in other EU countries. All the training and testing materials were translated into the e-GUARDIAN partners’ languages: Latvian, German, French, Lithuanian & English. “Use IT and enjoy” focuses on motivational methodologies of ICT usage by elderly. Together with partners from Sweden & Denmark, Telecentre-Europe’s member Langas į ateitį is participating in the project “Use IT and enjoy” that will focus on engagement and motivational methodologies of ICT usage by elderly. A package of best practice examples will be prepared and the collected knowledge will help to address the barriers to digital inclusion currently faced by older citizens across the partner countries and across Europe.
