In this post we’ll explain what it actually does. Open311 is very simple, but because it’s fundamentally a technical thing it’s usually explained from a technical point of view. So this post describes what Open311 does without the nerdy language (but with some nerdy references for good measure). At the end there’s a round-up of the terms so you can see how it fits in with the actual specification.
