When I was living in Chiba (from 2005-2006) the first train I'd take was an express headed for Tokyo during rush hour, and sometimes they'd have the pushers come out.

But not often. And I've never even seen them anywhere else in Japan, despite having traveled quite extensively and lived elsewhere in the country. That said, those pushers were brutal. Sometimes there'd be young kids on the train commuting to school, but their heads would be too low for the pusher to see amngst the crowd, so it would appear to him like there was a gap - i.e., more space. So he'd keep shoving.

One kid I saw get smushed in so hard he cried. ...And no one said anything. I've never been, but yes, Japan, at least in its modern media, seems a little weird.
