Depuis hier, le collectif Regards citoyens a mis en place une vaste opération de «crowdsourcing», afin d'identifier et surtout de cartographier les lobbyistes qui œuvrent à l'Assemblée nationale. En clair ici, utiliser les capacités (et la tendance à procrastiner?) d'un grand nombre d'internautes pour abattre une tâche à première vue fastidieuse. En septembre dernier, le collectif avait déjà lancé le site nosdeputes.fr , qui donne aux internautes des outils en ligne pour suivre très facilement l'activité de leur député, ou encore commenter les textes de loi, amendement par amendement. «L'idée s'est concrétisée lors d'une rencontre avec des responsables de Transparence International France. Pour cela, l'ensemble des documents et des rapports d'auditions parlementaires de la législature en cours (depuis juin 2007) ont été numérisés, ce qui donne environ 18 000 noms. Evidemment, il y a quelques bugs.

Un outil collaboratif pour identifier les lobbyistes en France - Numerama
L'initiative pourrait aboutir à un résultat des plus instructifs sur l'influence que détiennent certains lobbyistes dans la préparation des lois au Parlement. Le collectif Regards Citoyens, déjà à l'initiative de l'excellent site NosDéputés.fr, se sont associés à l'organisation Transparence International France pour mettre à jour l'activité des lobbyistes à partir des rapports parlementaires officiels. "L'influence des lobbyistes à l'Assemblée nationale est difficile à quantifier du fait des diverses formes qu'elle peut prendre : discussions informelles, réunions en tête-à-tête, suggestions d'amendement... La seule information fiable à ce jour sur les contacts qu'ils peuvent entretenir avec les députés se trouve dans les listes d'auditions présentées en annexes des rapports parlementaires", explique Regards Citoyens. "Ces rapports sont la synthèse du travail mené par des députés visant à étudier l'impact d'un projet de loi ou à réaliser un travail de contrôle.
