Japan's Osaka Prefecture on Thursday began a public opinion gathering period submitted via the Internet on a draft district development plan, including an integrated resort (IR). The online opinion gathering phase is due Jan. 21 next year.

According to GGRA's Japan correspondent, local authorities have also announced plans to hold a briefing session for residents between Jan. 7 and Feb. 14, with formal public consultation hearings on the topic running from Jan. 23 to Jan. 29.
Osaka Prefecture plans to submit the final draft of its development plan for the region to the current and city councils between February and March next year. It will then submit the proposal to the national government in April.
A draft document from Osaka confirmed that U.S.-based casino group MGM Resorts International and its main consortium partner Orix would each have a 40 percent stake in the scheme. About 20 Osaka companies, including railroad operators Kintetsu Group Holdings and Hankyu-Hanshin Holdings, would have a total stake of 20 percent.
The initial investment in the complex was set at 1.80 trillion yen, or about $9.5 billion. According to the draft plan, the business license is valid for 35 years, with the possibility of being extended for another 30 years.
The document states that there may be a total of 470 table games and 6,400 electronic game consoles in the casino.
The Japanese government held an application period for local governments on Oct. 1 and announced the weights for applications to attract local casino resorts. The application period is until April 28 next year.
Under the liberalization program, up to three resorts will be allowed nationwide in the first phase. Currently, only three communities are competing to hold large-scale IR events: Osaka, Nagasaki, and Wakayama.
