Report presented today: Consultation on investment protection in EU-US trade talks. Today, the European Commission published its analysis of the almost 150,000 replies to its online consultation on investment protection and investor-to-state dispute settlement (ISDS) in the Transatlantic Trade and Investment Partnership (TTIP).

Report presented today: Consultation on investment protection in EU-US trade talks

The Commission asked the public for their views on a possible approach to protecting investments and settling investment-related disputes between private investors and governments. A key question in the consultation was whether the EU’s proposed approach for TTIP would achieve the right balance between protecting investors and safeguarding the EU’s right and ability to regulate in the public interest. The Commission's report sets out a detailed analysis of all the replies. The Commission will now discuss the way forward with the European Parliament, EU Member States and other interested stakeholders, including NGOs, businesses, trade unions consumer organisations and academia.

An EU-commissioned assessment of the potential impact of TTIP by the London-based Centre for Economic Policy Research suggested the EU economy could benefit to the tune of €199bn a year — or €545 extra in the pockets of every family of four in the EU. Similarly, a US family would do even better from the deal, raking in an extra €655 a year. Parliament’s opposition to TTIP arbitration on the rise. Half of the European Parliament's committees have rejected the Transatlantic Trade and Investment Partnership's (TTIP) investor-state dispute settlement mechanism (ISDS), casting doubt over the trade deal's prospects of to passing through Parliament.

Parliament’s opposition to TTIP arbitration on the rise

EurActiv France reports. MEPs hardened their position on TTIP in the run-up to the ninth round of negotiations between the EU and the United States, which are taking place this week in New York. On 14 and 16 April, six of the 14 Parliamentary committees involved in drafting the European Parliament's resolution on the trade deal passed draft opinions rejecting the arbitration clause that is currently part of the deal. Opposition to TTIP among the European parliamentarians, particularly to the proposed arbitration system, appears to be strengthening, with criticism crystallising around ISDS.

An unprecedented 150,000 responses were received – over a third from the UK – mainly opposing the Transatlantic Trade and Investment Partnership. European commission officials said they were surprised at the number of replies, adding it was a matter of concern that so many were negative. But trade commissioner Cecilia Malmström stressed that any agreement would be good for economic growth and jobs across Europe.

An outline deal is planned for the end of the year, although commission officials admitted there was more work to be done to address concerns. Campaign groups such as 38 Degrees and trade unions have been warning that TTIP would lead to NHS services being privatised. European commission officials said 50,000 of the replies came via 38 Degrees, although hundreds of different organisations and thousands of individuals responded. TTIP divides a continent as EU negotiators cross the Atlantic. Rarely has a trade agreement invited such hyperbole and paranoia.

TTIP divides a continent as EU negotiators cross the Atlantic

The Transatlantic Trade and Investment Partnership (TTIP) – or proposed free trade pact between the US and the European Union – has triggered apocalyptic prophecies: the death of French culture; an invasion of transatlantic toxic chickens into Germany; and Britain’s cherished NHS will become a stripped-down Medicare clone. From the point of view of free-trade cheerleaders, EU carmakers will more than double their sales, Europe will be seized by a jobs and growth bonanza and city halls from Chicago to Seattle will beg European firms to build their roads and schools. Sans titre.
