EU proposal attacks 'outrageous' data roaming profit margins. Neelie Kroes, the European Union digital agenda commissioner, is preparing to do battle with European operators over their tariff structures by opening the market to other providers. New proposals from the EU look set to enable MVNOs to be able to offer roaming services across Europe and provide consumers with greater choice.
"This proposal tackles the root cause of the problem--the lack of competition on roaming markets--by giving customers more choice and by giving alternative operators easier access to the roaming market," Kroes said in a statement. "It would also immediately bring down prices for data roaming, where operators currently enjoy outrageous profit margins.
" The EU proposal also covers data roaming, and includes, for the first time, a retail price cap on data usage by smartphones, tablets and other devices when customers are outside their home location. The cap calls for a limit of €0.50 per MB to be implemented by mid-2014 and to remain in place for two years. Report: European Commission knife hovers over data roaming charges. The European Commission will soon propose legislation capping retail prices for data roaming, according to a Reuters report. The report, which cited unnamed sources, suggests that the Commission is ready to set a cap forcing operators to put a limit on the cost of downloading data from a device while abroad. Previously retail data prices hadn't been capped although from 2010 a default limit of €50 has been in place on all travellers' bills to avoid excessive bill shock. A retail pricing cap for data would follow the ones for voice and SMS previously imposed by the Commission and the new legislation is targeting further reductions in these too.
Under the proposals, the cap on the cost of roaming voice calls in the EU would be lowered from 39 cents to 24 cents per minute from July 2014, according to Reuters. "We are now introducing these [retail price] caps for data roaming. As a result, calling and even more downloading data from another European country is so expensive that 72% of travelers, when they land, limit the use of their cellphone or simply shut it down. This is highly problematic for a free movement area and in fact limits the reality of it since people face a major inconvenience when traveling.
To overcome this situation, the European Commission made a proposal that focuses on increasing competition while keeping a system of price cap for a transitory period (until 2016) in order to protect the consumer.
