O Ministério da Educação (MEC) está finalizando a proposta, que detalhará o valor global do investimento e a localização das instituições. Em conversas com reitores, o ministro Fernando Haddad já teria mencionado a intenção de erguer pelo menos quatro novas universidades, mas o número pode ser ligeiramente maior. A expansão da rede federal de ensino superior foi precedida de um levantamento, em todo país, da oferta de vagas em faculdades públicas. Esse número foi comparado com o tamanho da população.
