Un pôle de compétitivité est « un rassemblement, sur un territoire bien identifié et sur une thématique ciblée, d'entreprises petites et grandes, de laboratoires de recherche et d'établissements de formation », selon la définition donnée par la DATAR[1]. Ils sont définis par la loi de finances de 2005 comme le regroupement sur un même territoire d'entreprises, d'établissements d'enseignement supérieur et d'organismes de recherche publics ou privés qui ont vocation à travailler en synergie pour mettre en œuvre des projets de développement économique pour l'innovation[2]. Crées en 2004 dans le cadre du lancement d'une nouvelle politique industrielle en France, c'est un dispositif qui permet des subventions publiques et d'un régime fiscal particulier à un ensemble d'activité regroupé.
